Setting up CCS to verify our documented standards but the prefefined technical standards are not consistent across windows versions

Our AD domain is 2016 but I don't see things like Account Policies -> 1.1 Password Policy -> '1.1.1 enforce password history' in the predefined 2016 standards.

I see them in the 2012 and 2019 standards.  I thought that maybe the 2019 predefined policy superseded the 2016 standard but when I look at Target Types in 2019 I only see 2019 servers listed. 

Am I missing some of the predefined standards?  How do I check?  Is there a list for 12.5?
My automatic update says I'm up to date.  Am I expected to copy and manually modify the filters for 2016 Group policy?

I needed to update the content from the auto update console and then go into Programs and Features in the control panel and run an import/upgrade from there to pull in the specifc content I was missing.
