Is there any metric that generates an alert whenever a program is used for a specified time?

Initially, these are the programs that appear in the PROGRAM column of the CPROGUSE comment.

Felix,
SYSVIEW monitors CICS program usage by tranid, which is how you see the data displayed on the CPROGUSE command.

There are two collection metrics in this area:
PROGREQS - Program requests    
PROGTIME - Program request time

The resources you can code on the threshold are tranid and program name.
