Want the ability to issue whohas command with specific access parameter
TSS WHOH DSN(any.data.set)ACCESS(update or all)
Example: TSS WHOH DSN(SYS1.PARMLIB)ACC(UPDATE)Would return only the rules that allow update (or more) access to SYS1.PARMLIB.

I would add that in the implementation, the ACCESS(...) operand should accept multiple access level keywords and should interpret them accordingly.
For example, if I were to issue the following command -
TSS WHOHAS DSN(SYS1.) ACCESS(CONTROL,UPDATE)
The response would include only those permits where the permittee is permitted both CONTROL and UPDATE access to datasets prefixed by "SYS1.", or some higher access level which includes both CONTROL and UPDATE access.
