Add the ROC action "Check if artifact still exists physically "

We need to check if an artifact still exists physically. This test could be done at Pre-Init and Init stage to prevent a distribution failure.

In the current situation, to check if an artifact exists physically we have two major choices:

- retrieve it with "ROC - Get artifact" then delete it

- depending of the artifact type (Nexus, local file,...), use actions to check the physical existence of the artifacts: sometimes, it require to introduce multiple server types in the process that are able to access physically to the artifacts

 

The required ROC action could be the equivalent of " ROC - Get artifact" : we check the existence of the artifact but without its physical retrieval. It can be done from any server type.

An alternative solution could be the enhancement of the "ROC - Create artifact" actions: a flag could be implemented saying to check if the artifact exists physically before creating it. It it does not exits, the actions would fail.
