Allow graceful IDMS response to S913 errors

Currently, if IDMS experiences an S913 error (for example, trying to open in update an area for which the CV's started task userid only has READ access), the CV will abend. It would be useful if IDMS could somehow intercept the S(13 and return a more useful error status (e.g. a 30xx error similar to those returned for other I/O type errors).

And if I recall (this has been years ago) an attempt to restart the CV has problems as the journals try to set the areas to the status in play when the CV went down …

We  hit this again recently; a VARY AREA .. UPDATE in a Read-Only CV (which only has read access to the db files) managed to bring the CV down. So this would be a very useful enhancement.

This idea is being moved from "under review" to "wish listed" status for further analysis by the product team.
