During the startup of the agent, below error message is displayed:
Cannot create IPC channel (No space left on device).
You might need to run "ipcrm -Q 0x41030130" to remove it if it already exists.
Running " ipcs -a |grep 0x4103 0130 " does not display this message queue
From a system trace, the agent is trying to create this message queue with key 0x41030130 and failed with error -1 ENOSPC (No space left on device)
msgget(0x41030130, IPC_CREAT|0666
disk space and swap space was not an issue
Quick solution is to reboot the Server.
Long term solution is to increase MSGMNI kernel parameter
