    We wanted to make everyone aware of an issue we've encountered with ELIBs caused by some recent PTFs. 

    Issue: message C1LB040E turns the ELIB status to READ-ONLY

    This problem applies only if one of the following PTFs are installed (all of which have now been marked PTF-in-error):

    • LU08331 - Version 18.0
    • LU08370 - Release 18.1
    • LU08332 - Version 19.0

    These PTF's introduce messages C1LB039I and C1LB040E:

    • C1LB039I is written to C1MSGS1 when an ELIB is about to reach an internal limit. Less than 65536 updates are available.
    • C1LB040E is written to C1MSGS1 when an ELIB has reached the internal limit. Any action fails because the ELIB became READ-ONLY.

    We are currently working on a fix to remove the issue. In the meantime, we strongly recommend to verify if your ELIB data sets need any immediate action. For sites with a large number of ELIBs, we recommend to focus on:

    • Delta and listing ELIBs
    • ELIBs created more than a decade ago
    • ELIBs shared across multiple inventory locations
    • ELIBs that are frequently updated, typically in development environments

    To verify if an ELIB data set needs an immediate action, perform the Inquire function of the BC1PNLIB utility:

    • Use JCL sample BC1JNLST located in the CSIQJCL library.
    • Run the Inquire function without any options.
    • Locate the "Last Update Stamp" parameter and check its value.If the "Last Updated Stamp" value is above 15 million, plan an immediate refresh of your ELIB during offline hours as described in the action instructions in message C1LB040E. Note that the REORG function of the BC1PNLIB utility DOES NOT resolve the problem.
    • Use the value of "Last Updated Stamp" combined with the age of the ELIB to determine if a refresh job is needed.

    When you publish the fix, have you thought how it will be classified? 
    Will it be a High-impact pervasive (HIPER) PTF ?

    I am adding a bit more details:
    The issue is that the internal counter called "Last Update Stamp" is limited to 16,777,215. The counter is zero when a new ELIB is created and it gets incremented with every member addition, update and deletion in the ELIB. This implies that the problem affects only heavily used ELIBs that are very old. We expect that most customers using ELIBs will be deep below the limit and the issue is rare. However, we did encounter an ELIB exceeding the limit in the wild.

    Great news! This has been a card assigned to me on our team's Kanban board since it was announced in February.  I am going to move it to done.  I hope the solution will be announced sooner than later!  😊

    FYI... With the experience last year, it happed to us but I figured out why it could not be updated, it was lucky happened in the lower production stage. I did the re-organization VElib, it works as expected. 

    We also always check the ELIB weekly on usage of pages, when they are low, we do the re-organization or if they are very old with more extended, we would perform the re-organization on them.
