Is it possible for Sysview/CICS to "listen" to a TransientDataQueue(TDQ) in CICS ?

TMON/CICS has this possibility and "interesting" messages are written to the Alert-log.

Yes.  From a SYSVIEW session enter the SYSVIEW command:
From the resulting display enter the SYSVIEW command:
select subgroup c tdata    <==== (Select subgroup contains Tdata)
It will show you the monitoring variables for SYSTEM and TRANSACTION that can be entered as Thresholds
     These include:

    Transient data ENABLE status
    Transient data OPEN status
    Transient data queuing count
Transient data queue pct of triglvl
    Transient data triglvl status
    Transient data input bytes hwm
    Transient data input bytes
    Transient data input time hwm
    Transient data input requests
    Transient data input time
    Transient data output bytes hwm
    Transient data output bytes
    Transient data output time hwm
    Transient data output requests
    Transient data output time
    Transient data request time
    Transient data GET requests
    Transient data PURGE requests
    Transient data PUT requests
    Transient data TOTAL requests

SYSVIEW is able to monitor that status and number of items in the transient data queue.
SYSVIEW does not look at the content of the items written to the queues.
Our automation product CA OPS/MVS does have the ability to monitor the content and trigger events based on message content.
