Unless I a misunderstanding your question the answer seems to me to be straightforward. If the PAX file is a subsequent release to your current release then you could proceed with a new installation, otherwise you cannot. If you can proceed with a new installation then you must decide whether to upgrade or re-install. Considerations are how far behind you are in the upgrades and whether you want to install a another feature that you previously omitted. The PAX file will usually not be entirely current, so even if you do re-install, you can usually also upgrade after the install. Upgrades are being continuously released, so you can upgrade continuously. Insofar as upgrading occurs continuously it arguably becomes redundant and unnecessary to re-install. Some businesses may impose restrictions that restrict continuous deployment of upgrades, but even if there must be an interruption of some months each year you are unlikely to fall far behind and there still may not be sufficient justification for a re-install.
