Have a 3 third group that includes both groups but also requires a quorum of 2. This would mean that 2 people would need to approve, so your approver could be from either group but it will require 1 more from either group.

James_C2 is correct. Increasing the quorum should eliminate the problem.

My question is more along the lines of "why". Why are there 2 approver groups (not that there's anything wrong with multiple approver groups)? Is the "Change Control" approver group really there so that the Endevor administrators can access any and all Endevor packages (a very common practice and one I endorse). Or is that perhaps the "Operation Analyst" group?

Regardless, IF that is the purpose of one of those groups, I would suggest changing the quorum for THAT group to 0. It would be unusual that an Endevor administrator is in the business of really approving the contents of a package; that's a business process that belongs to the functional area. Rather, it's a convenience for Endevor administrators and they can get that convenience automatically rather than by imposing themselves into a business process. Setting it to zero will just automatically provide approval from THAT group leaving the other group still pending (as it should).
