    Hi Doug,
From the screenshot it looks like you are using Microsoft Edge and as it indicates the problem could be related to an older version of TLS being used which is not enabled in Edge. If you use another browser like Chrome or Firefox can you access the pages?
It may also be firewall related, so below is also a copy of the "Possible Customer Changes for CA Support Integration into Broadcom" page in case you need it for firewall changes.
Please let us know your progress.

To check SSL/TLS settings for Edge just use Control Panel/Internet Options -> Advanced tab

I could only encounter the same message using Edge when just "Use SSL 3.0" was enabled - enabling any "Use TLS 1.x" setting resolved it.
So if you have any TLS 1.x setting enabled and still get the problem it may point to the firewall being root cause.

SSL3 was officially deprecated 3 years ago https://tools.ietf.org/html/rfc7568
TLS 1/1.1 doesn't have an a final RFC, only draft (https://tools.ietf.org/html/draft-ietf-tls-oldversions-deprecate-03) , but many organisations are already doing so eg https://www.digicert.com/blog/depreciating-tls-1-0-and-1-1/ and https://docs.microsoft.com/en-us/sharepoint/support/online-admin/tls-1.0-and-1.1-deprecation-for-office-365

    Doug,
Thinking further if you are connecting successfully to this Community site from your internal network then the domain *.broadcom.com would not seem to be firewalled and it is more likely a browser related config problem.
As expected casupport.broadcom.com does support TLS 1.2 per this Firefox connection example:

Just to let you know that this issue is finally resolved, and I can access the information.

Our network group has internet security software which was blocking my access. Once the access was allowed, things started working.
