    PTF LU00060 - Display OPLSOG Records Date and Time in UTC

    To improve OPSLOG user experience, community members requested that OPSLOG records include on option to show Coordinated Univeral Time (UTC) timestamps.  This will simplify problem diagnostics when concurrently viewing OPSLOG records from systems in different time zones.
