 Scheduler 'refresh' best practice

I have not been able to find a 'best practice' recommendation on when to stop/start Scheduler.  We haven't done an IPL for over a year, and the SYSOUT from our CASCHD task is large.  I would like to 'refresh' Scheduler to free up some sysout space...   

Is there a document on best practices that indicates how often we should 'refresh' Scheduler?  And does it address when we should stop/start it - i.e. will Scheduler 'remember' where it was in the schedule if we restart in the middle of a schedule?

Scheduler remembers the workload status as long as a proper shutdown of Scheduler is done.
