Help changing "Recovery" value for Subsequent Failures in the "Recovery" tab of Windows Services

I need help changing the option for Subsequent Failures in the "Recovery" tab of Windows Services for Symantec Endpoint Protection. I can see the service, go into the Recovery tab, but all of my options are greyed out.

I am trying to modify the behavior for "Subsequent Failures".

    First Failure = Restart
    Second Failure = Restart
Subsequent Failures = Take no Action. ( I need this changed to Restart)

I found a few scripts in Powershell but nothing is getting past "access denied"

Has anyone done this successfully before?

*Tamper Protection is set to OFF
