What happens exactly when your system boots? BSoD? Any errors?

Try to start in safe mode and enable boot logging. The PC did not start in safe mode but this way maybe at least ntbootlog.txt file is going to be created.

On the other hand you may try to create a full memory dump and contact Symantec TechSupport so that the can verify it.

What is the version of SEP that you are installing on the machines?

Did the machines have any other version of Symantec installed on them earlier?

Are you able to uninstall SEP to make the machine run again/ If you can, you may want to try to install SEP with AV/AS component only and see how it works. How about boot logging?

The document says you have to enable memory dmp file capture from registry, so how did you log in to the computer?

You mentioned that "There is no Any Error & BSoD.Only the Blank screen with mouse Cursor on it". At this point is it possible for you to open task manager with the ctrl+alt+del key. If it opens then try running a new task and open MSCONFIG and stop the start up and the SEP services and then restart the machine and let us know whether it helped.

Are you getting login screen and if you try to login it is not logging in?If yes it may be due to the missing or corrupted userinit.exe which is present in windows\system 32 folder.Try by copying the same from a working PC to this PC.(For this you may connect this pc hard drive in a working PC,)

If you are not getting login screen it may be due to the corruption of winlogon.exe.Try copying from some other working pc...
