When BCM53162 is in web managed configuration it is running our RoboOS SW, and it requires the external serial flash device to store the RoboOS SW image for web managed configuration.
Any management/setup configure in web managed operation will be store in file system of RoboOS SW image and will be kept for next power up.
BCM53162XMB1ILFBG is for managed mode, not for unmanaged mode.
And BCM53162 chip is only for managed mode sku, not for unmanaged mode.
For BCM5316X 19x19 package, only BCM53161XUB1KLFBG is for unmanaged mode.
Do you consider to use our RoboOS SW?
For unmanaged mode, it still requires the external serial flash device to store the unmanaged SW image.

BCM53162 is our superset chip including 8x1G gphy port support.
Comparing with BCM53162, BCM53161 does not support 8x1G gphy port but other feature are the same with BCM53162.
BCM53161 and BCM53162 are the same package and pin compatible.
BCM53161 and BCM53162 could use our UM SW for unmanaged platform.
As you know since BCM53162 chip feature is superset, customers mostly to use it as managed platform and we also recommend BCM53162 operate in managed mode per part number descriptions.
Since your design are using same common PCB board, it will be depended on your port configuration to place BCM53161 or BCM53162 and the corresponding SW.

By double checking in lab the UM SW also can use on BCM53162XMB1ILFBG – we have verified UM SW on our reference board BCM953162R with BCM53162XMB1ILFBG chip, it could boot up and tx/rx traffic.
Right, the Robo2-UM support sku are match with our datasheet part number descriptions. As I mentioned in last reply we recommend customer to use BCM53162XMB1ILFBG part on managed platform.
