The purpose is to automatically set the Variable to the whole session
The only way is declaring some HV_<VARIABLE>
The header uproc then declare inheritance variable <VARIABLE> to the whole session

You can set to read-only the header by doing a CLEXT and set the value to
${UNI_DIR_NODEFILES}/TPL_UnixHeaderWithInheritanceVariables.clint

or for powershell:
%UNI_DIR_NODEFILES%\TPL_PSHeaderWithInheritanceVariables.clint
