Just in case you downloaded the recent version of the VAIM 12.9 DVD please ignore the relnotes.pdf located here:

VAIM_12.9\Installers\Windows\Agent\SysMan\CA_SystemEDGE_Core

Instead use this one:

VAIM_12.9\Installers\Windows\Bookshelf\SE_Release_ENU.pdf
