Just to remind that what products you can see (or download) on the product dropdown list is depend on the entitlement of your login account. (Your account is associated to siteID)
If there is any problem of the product list, please contact your sales representative or customer care to fix the problem.

If you are using Gateway 9.0 you will need to specifically chose an option containing 'virtual appliance' to access the OVA files. It seems just selecting API Gateway enterprise only brings you to software download for this version.
i.e:
CA API GATEWAY SOA GATEWAY VIRTUAL APPLIANCE - MULTI-PLATFORM
