Where can I change the message text for the managers and also when is it being fired?

Follow the following steps and see whether you can change the email text per your requirements:
1. Login to the PAM-UI
2. Goto 'Library'
3. Select 'CA SLCM' in the left-hand navigation pane
4. Select/Open 'SLCM_GlobalMessages' (double click on it)
5. Expand 'asynchronousSoapOpMsgs__'
6a. From here, check-out
6b. Apply the change(s) per your wishes
6c. And check-in again
