 What is "The administrative event caused as local call, outside of servicing an adminstrative remote call."

I am getting a WARNING message in the stdlog.
The message is 
2022-08-11T07:09:58.621-0500 WARNING 798 com.l7tech.server.event.AdminInfo: The administrative event caused as local call, outside of servicing an adminstrative remote call.Will use ip/user127.0.0.1/localsystem

What should I do to remediate this? Is it truly a warning?
