Is it enough to open UDP port 123 from the NTP Server, or does Layer7 ever use UDP Por 1023 as a client?

You can open whatever port as per your infrastructure or platform. For example for snmp traffic we have 161 udp bi-directional port open to snmp servers and for splunk implementation we have 514 port.
