The Rally team has been bringing much new reporting into the core Rally experience over the past 12-18 months rather than updating custom apps. Please take a look at the "Charts" section of Team Board. Specifically to your comment, the Team Board Cycle Time report does allow configurable reporting based on Flow States. I'm attaching a link to the Cycle Time report documentation to help show what is available. If you have other questions, please let us know.

I found this app by Nik Antonelli which supports Flow State, but the "Redraw" button does not do anything when it is clicked. https://github.com/RallyCommunity/TimeInState
