Yes. I opened the job in 0000 as well as in productive client. The issue still exists.
I also see the UC_OBJECT_TEMPLATE contains the entry JOBS.WEBSERVICEREST.REST. I removed the template object and also entry in UC_OBJECT_TEMPLATE VARA but still the issue is same.

You mean the blank line (02) is automatically added as soon as you open a newly created job, right?
I can confirm, that if the template (Client 0000) contains a string in line01, a newly created job automatically contains a blank line (02) in addition to the first line:
Template (pre-filled in line01 with string "test"):
Newly created Job in client 1000 (just opend, not modified at all):
The object you showed us is the Web-Service REST job template. Where have you opend it? was it in client 0000 or in another client ("local client"). If it's located in your local client, this is your actual Web-Service REST job template, not the one in client 0000.
The REST job seems to be designed that it always adds an additional empty line after reopening it. Deleting the empty line doesn't help, it reapears after reopening the object. I would call this a bug if the empty line causes issues.

Thank you. We found that the webservice file exists but even there when we try to delete the line which gets automatically appended, it is getting added again.
I'm clueless here on why the lines are getting automatically appended here.
Before in Client 0
I just added a text and save it.
After that in client 0

when you create a new object then it is always created from a template. If you specify your own templates in UC_OBJECT_TEMPLATE then per default it will use the templates from client 0 as @Juergen Lechner pointed out.

Search for JOBS.WEBSERVICEREST.REST.
