Registry can’t connect to Enterprise Dashboard server.

A few questions:
- What version of SV is this?
- Have you started the Enterprise Dashboard?
- Have you provided a valid license during the install?
- Have you started the IAM service? (10.4 and above)

From the log file it looks like the Dashboard is not up which is a pre-requisite for the registry to start.
