Can Edit ETC on Some Resources and not Others

A project manager is trying to edit ETCs on resources in the Task Properties view.  She is finding she can edit the ETCs on some resources and not others within the same view.  I have been able to accomplish the edits for her as an admin, but curious if anyone has come across this before.

In working further with the project manager I asked her to switch browsers from IE to Chrome.  When she switched she was able to edit the ETCs on all resources.
