Open for TE not checked when Create New from Template

Hello,
Open for TM is checked true for default value in project and I tried to create from template as admin and it worked. But an user got Open for TE not checked when he create new project from the exact same template.

Hi JEC,
So the admin creates a project from template and OTE is on.
If another user does the same this is off.
You mentioned you checked the default value at project object level and this is set to true.
Any partitions involved maybe? And the flag is off at a given partition?
