Yes, & no ETA for when it will be fixed and online again. 
Until then it will be necessary to open a case for any of those hotfixes.

Hi David,

at nimsoft site I only can find a UIM 9.2 release notes document, but not GA announcement as we got it in the past. Will this be available later? I need it for our customers.

Looks like I was wrong.
There was an internal notification which reported the announcement was made but I can't find the announcement.
Found one for 9.0.2, but not 9.1.0 or 9.2.0.  
Searched for both the old UIM and new DX names. 
There is the 'What's New' at the doc page:

Best I have to offer is to get with your account manager for it.
