While Automic now supports an UTF-8 database, it does not mean the product is fully UTF-8 capable. I have seen other spots where non-ASCII Characters won't show properly.
People have been asking for Automation Engine to become fully UTF-8 capable for many years, and while AWI has made the interface much more compliant, parts of the engine are still not. So this might, in fact, be "by design".
This has long been an issue for customers from e.g. Turkey.

These contain very good advise on asking questions and describing supposed bugs (no, you do not need to go to StackExchange for Automic questions, but yes, the parts on asking detailed, useful questions ARE usually relevant):

Subject: Russian user name display
My Automic gets the user name from AD. Some of the users come from Russia. Their names are displayed as ???.
Automic 12.2 supports Oracle UTF-8. UTF-8 covers Cyrillic. What do I miss to get Russian user name display?
Thanks
