I found a similar problem in the past, but regarding another dll.
If you're on a recent 64bit windows, check if the server has .net framework 3.5 installed.
The CCS should depend on it, but in the recent versions of windows, .net 3.5 is an optional feature.
If you have a dev/uat server, try to install it on that server, to avoid the loading of unuseful components if it's not the right solution.
