You can update the jvm-args.conf file in each of the custom directories for each component as the config user.  These are:
    /opt/CA/VirtualAppliance/custom/IdentityManager/jvm-args.conf
    /opt/CA/VirtualAppliance/custom/IdentityGovernance/jvm-args.conf
    /opt/CA/VirtualAppliance/custom/IdentityPortal/jvm-args.conf

/opt/CA/IdentityManager/ConnectorServer/data/jvm_options.conf is owned by 'config' user, you can modify it. What vApp version is this?

    /opt/CA/IdentityManager/ConnectorServer/data/jvm_options.conf

You can customizing the java heap size for JCS by udating /opt/CA/IdentityManager/ConnectorServer/data/jvm_options.conf.
