Usually this is due to missing SAP Java Connector (SAP JCo) on the System Agent
This SAP connector is not installed by the plugin installer.
These steps are documented In the System Agent Implementation guide (CA Workload Automation Agents - 11.3.4
See page 335
Install the SAP Java Connector (SAP JCo)
For the agent to communicate with an SAP system, you must install the SAP Java Connector (SAP JCo)
package.

Notes:
The required minimum version is SAP JCo 3.0.x
Whether you use the 32-bit or 64-bit JCo version depends on the JVM provided with the agent.
For Windows systems, you require the msvsr71.dll and msvcp71.dll files. You must add these
files to the agent installation directory.
If these steps have been done and you are still getting the same problem, I would suggest to open a CA support ticket
