I confirm that I see the same thing, but only when the state is showing in the block graphic style. If you click into the state dropdown and exit it, it then shows as text. At that point the other overlaying drop-downs do not have a problem.
Interestingly, neither the release or iteration drop-downs, if you get them to load above and not below, will present fine without the state bleeding through.

The new Rally UI changes (dark blue borders in Detail view) seem to have caused issues with some of the dropdowns, such as Color, Owner, and Project because they overlap the Schedule State. Anyone else experiencing this?
