Percent Done Filter Change?

Has there been an intentional change to the Percent Done filters?

Up until recently, when using the Percent Done fields in filters, if I wanted everything that was less than 100% done, I entered a '1' in the Value to get less than 100%.  Today a user reached out to me because their saved view, using the Percent Done By Story Count filter, wasn't returning all their results. It turns out that now I have to put 100 in the value to get items that are less than 100% done.

However this seems to only be true on core pages. I tested with a custom list, and for both queries and filters on custom list I still have to use '1' as the value. The image below shows Percent Done < 1 and returns the same 987 features:

Is this a temporary change or do we now need to inform our users to use 100 for the Percent Done filters on core pages only?
