Could you precise the link where you've read that ?
Web Agent can have loadbalanced or failover configuration in
connection with the Policy Servers.
To have Web Agent loadbalancing or failover, usually enterprises put a
loadbalancer in front.
Now, on the same machine, you can run more than 1 Web Agent as per the
following documentation :

I have read that it is possible to cluster web agents but have not found any instruction on how to implement this. Does each web server needs it own web agent and then just load balance between them? It seems that currently the two web servers using the same web agent name can only have LLWAP running on one or the other. If I register the web agent on one, the LLWAP stops running on the other and vise versa. Any information would be helpful!
