Looking at the screenshots, it seems your are trying to open SOI UI Dashboard but it failed to open. Which confirms that SOI Manager is not available, hence UI failed.
You may verify...
1) Launch SOI Manager Debug page (http://<SOI Manager Host>:7090/sam/debug) -> Triage Tests, make sure manager is initialized successfully
2) If Triage tests shows failed, then there is a problem with Manager initialization, in such case UI will not work. You may look at \SOI\tomcat\logs\soimgr-debug.log for manager initialization problem. It may be due to DB connection problem, etc.
3) So, make sure manager is up & running and then restart UI services.
