Adding and removing attachments is normally a manual process through the UI. I am not aware of a bulk delete option for attachments.
It is possible to do it programmatically through the API, but there is no off-the-shelf app. If you decide to go this route, then the WSAPI docs can give you some pointers (

Each Attachment has a child object called AttachmentContent. I haven't tried this, but it looks as if you can replace the AttachmentContent with a empty file, then everything will stay the same, except that you have nothing to view. I would be interested to know if this is possible.......
