Schedule States: Customize Order and Ability to Add More Than Two

As a ScrumMaster, I want to be able to add more than 2 Schedule States and order them how I want so that I can create a custom workflow (and their states) for my team.

While you can't add more than two custom schedule states, you can create more Flow States if you use the Track --> Team Board. Have you checked out the Team Board yet? You can create Flow States and order them as you need to -- take a look at https://docs.ca.com/en-us/ca-agile-central/saas/team-board-page#setup
