Unfinished Stories & How it affects release date

What's the best view/way to track incomplete stories on a program level . For example, if I'm not able to complete a story in a sprint and I move it to another sprint over and over again due to unforeseen circumstances; how can I show the effect of this on my target release date on a program/portfolio level?

One approach is to split the user story so you have a history of unfinished work in the previous sprint.
