There are a couple of things:
1. First make sure that 8.3 is enabled on the D:\ drive where SDM is installed -
https://techdocs.broadcom.com/content/broadcom/techdocs/us/en/ca-enterprise-software/business-management/ca-service-management/17-2/installing/installation-prerequisites/software-requirements.html
2. Make sure that the NX_ROOT/pdmconf/prev_version file actually exists
3. When you try to upgrade from 14.x -> 17.x, the first thing the installer does is it tries to backup the SDM install directory, NX_ROOT, by zipping NX_ROOT. The ZIP file gets zipped and placed where ever the %TEMP% variable is defined. Suppose NX_ROOT is on the D:\ drive and it takes 10 GB, if %temp% is set somewhere on the C:\ drive, the installer will require about 2 times the zipped size of NX_ROOT to be available on both C: and D: drive for the upgrade to work properly

Subject: fails to update SD from version 14.1 to 17.2
Friends, we are updating from version 14.1 to 17.2 and it throws us the following error:
2020/01/10 19.23.47.872 DEBUG [stdout( D:\CA\SERVIC~1\bin\pdm_perl.exe):Thread-26] [MigrateSDM] ERROR: failed to open D:/CA/SERVIC~1/pdmconf/prev_version
We performed tests in 4 different environments and this error was not presented. The update was successful.
We are in a productive environment and this problem is presented to us
We already have an open case in CA but still unanswered.
Something similar happened to someone?
