If by ticket you mean Request/Incident/Problem Configuration Item update - it's possible.
You can create new Activity notification (Administration > Notifications > Activity Notifications) for example "Asset Update".
Then find Activity association "Asset" (Administration > Notifications > Activity Associations) and change it's Activity type to "Asset Update".
Add CI's Primary Contact to notification rule "Object Contacts".
Go to Activity notification "Asset Update" and add notification rule.
