And after that, use the following information:
1) Before run the fix please do the following:
Log into the USS control Panel > Portal > Configuration > Change default language to "Spanish".
2) Apply the fix by following the T51R184.txt file (open with notepad)
3) Apply the post installation step for the fix, which is:

POST INSTALLATION STEPS
*********************************************************************
Add the following lines to the portal-ext.properties file present in $OS4SM\OSOP directory and restart Unified Self Service server.
#Property to set the new users Locale
locale.for.users=es
4) Log into USS with a new user which does not have a profile set and has not been added to the USS_mdb database.
