on Root Console,
which user i need run setup, root or oracle user?

You would execute the installer as root user.
As you need to be able to connect to Oracle, you would make sure the right oracle environment is populated into the root shell before you execute the setup.sh
Although this doc: http://www.ca.com/us/support/ca-support-online/product-content/knowledgebase-articles/tec609083.aspx is about pdm_configure, the same type of env should work for the main MDB installer too.
