I think "priority" has its purpose and functions.
For example, you can associate service types to priorities so that
when a change order is created with the priorities the service type
is attached to the newly created change order so that certain events
will trigger. Another example would be the some activity notifications
are priority-related . One example would be "escalate" activity which
will happen if you escalate the change order(change the priority from
2 to 1 for example).
