How can customers get SAP Extended Diagnostics licenses? Is a license still necessary?

SAP no longer offers SED. If you are using RTV. Please see your local Broadcom APM representative and they give you an overview of APM 11.1 that can integrate with SAP RTV.

If you are not using RTV then I would recommend that you download RTV and deploy that.

SAP provided below details, Is a SED (SAP Extended Diagnostics) license still necessary?
 
"The unlimited license will be provided directly by CA. CA will contact you as soon as they get informed by SAP about the SED contract. So this may take some time.  "
