From your description the Tim has successfully recorded the https transaction after you uploaded the SSL key to the Tim
So this promotion problem sounds more related to a CEM/APM DB performance problem rather than anything related to the transaction being https.
Have you been able to successfully promote other transactions recently?
I would suggest the best plan is to open a new case with Support so we can help to diagnose root cause as it may require some in depth research.
