Hi Hifumi,
Plex Java variant support Java 8 today and will be upgrading to Java version in upcoming release. As of now there is no decision taken for which version of Java will be upgraded for CA Plex.
Regarding Plex r7.3 listed in roadmap shared v/s Refresh pack #1 – We have picked up continues delivery model wherein Refresh Pack delivers all new functionalities. So instead of waiting long for major release and avoid upgrade overhead, new features are being delivered as part of Refresh packs. Features listed in roadmap you have shared - under Plex r7.3 – some of listed featues has been released as part of Plex r7.2.1 Refresh Pack #1 and some of them will be rolled out in upcoming Refresh Packs.
As part of the continuous delivery model, features will be rolled out as part of Refresh Pack until unless there are no major architectural changes within Product.
You can refer Plex 2E conference website (plex2e.com) for product manager's latest keynote and roadmap slide deck, for 2019 conference.

Subject: About the next Plex version
Hello,
Could you please tell us if the java version to be used by the next version of Plex has been decided?
Our customers are considering upgrading Plex. They also want to estimate the cost of the Oracle JDK, because the Oracle JDK has been paid since java 9.
Also, if we look at the 2E/Plex roadmap announced in June 2018, the contents of "Marquee Features/Business Value" of Plex 7.3 and the new features of Plex r7.2.1 Build 24.004 Refresh Pack #1 can be seen together.
(I uploaded 2E/Plex roadmap.)
Is Plex r7.3 in this roadmap Plex r7.2.1 Build 24.004 Refresh Pack #1? If so, will Plex 8.x in this roadmap also be released as a Plex r7.2.1 Refresh Pack?
Regards,
Hifumi
