In addition to what Vaibhav has recommended, you would need to assign MAX Heap for a single VSE service that hosts up to 250 Virtual Services, in the range of 4GB to 8GB.
The following factors would influence the hardware requirements of your VSE server:
1. Size and number of transactions in the VSI file of each VS
2. Concurrent capacity setting of each VS (Default capacity is 1 for non-performance VSE)
3. The complexity of the VS in terms of data protocol filters and custom steps
Depending on your hardware size, you may choose to have more than one VSE service on the same machine.

There is no such specific number for virtual services/GB as it depends on various factors like the behaviour of virtual service, business rules & validations, message type & size etc.
I would recommend you to have multiple VSEs to host 1500 VS. Also, the transaction per second you expect on VSE is an important factor to consider. I have seen approx 200-250 VS on single VSE with an high-end server configuration.
