Hello Balamurugan: The licensing is honor based which means there are no restrictions when using the product. There is one way to keep a track of the Functional Transactions metric usage in the Enterprise Dashboard. Take a look at this
https://techdocs.broadcom.com/content/broadcom/techdocs/us/en/ca-enterprise-software/continuous-testing/devtest-solutions/10-5/administering/monitoring/use-the-enterprise-dashboard/features-and-functionality-of-the-enterprise-dashboard.html#concept.dita_fd21b127e407faa9784f291c55d10d0751d27c8b_EmailNotificationsOther than that, there is no threshold monitoring for Perf VSEs or Power Users.
Hope this helps.
On the PLA topic, I shall have your account team reach out to you for more information.
Thanks,

Subject: Enterprise Subscription Portfolio License Agreement (PLA)
Hi @Koustubh Warty
Currently we are in the "Transaction Consumption Based License Agreement" model. We don't have any option to restrict when users exceed the concurrent license limit.
What are the precautionary steps we must take to avoid license compliance issue.
Also In the DevTest 10.5 Broadcom Introduced new licensing model called " Enterprise Subscription Portfolio License Agreement (PLA)" . will this license model help us to achieve our above requirement?
Current DevTest Version : 10.3
