As far as I know - and I'm happy to stand corrected here - this is how  training (and certification?) responsibilities are divided between Broadcom and HCL Enterprise Studio.
For training:

• Broadcom is the owner of the training materiaal
• HCL ES provides instructors

For certificiation:

• I would expect that Broadcom also retained ownership of this process.
• I recently got sent a renewal of my DevTest certification (without any action from my side). This renewal come from [e-mail]
